What the model said

I made three small additions to `0.html`, which was a valid but bare document containing only a doctype and title. I have not run it through a validator or opened it in a browser.

- **`lang=en`** tells screen readers, translation and hyphenation which language the page is in. I assumed English, so change it if the content will be in another language.
- **`charset=utf-8`** makes the encoding explicit instead of leaving the browser to guess.
- **The viewport meta** makes the page render at device width on mobile rather than as a zoomed-out desktop layout.

I kept the file's minimal style, with optional tags omitted and attributes unquoted where allowed. The page still has no content, since "improve" didn't say what it should hold.
