What the model said

I updated `0.html`, which was just a doctype and a title, to add the standard page basics while keeping it minimal:

- **`lang="en"`** tells screen readers and translation tools the page language. I assumed English.
- **`charset="utf-8"`** makes the encoding explicit, so non-ASCII characters won't be garbled.
- **The viewport tag** makes the page render at device width on mobile instead of as a zoomed-out desktop page.

I kept the original terse style, leaving out the optional `<head>` and `<body>` tags, and did not invent any content, so the page is still blank. I did not run it through a validator or open it in a browser.
