What the model said

I added the three things the page was missing to `0.html`, and left it otherwise as minimal as it was; I haven't opened it in a browser or run it through a validator.

- **`lang="en"`**: lets screen readers and translation tools know the language. I assumed English, so change it if the page is in another language.
- **`charset="utf-8"`**: stops the browser guessing the encoding.
- **viewport**: makes the page render at device width on mobile rather than as a zoomed-out desktop layout.

I kept the original style of omitting the optional `<head>` and `<body>` tags, and left the title as `0`. The page still has no body content, since I didn't want to invent any.
